Local News: Nevada City Council tackles lengthy agenda during special session meeting (6/29/22) | Nevada Daily Mail

The Nevada City Council met in special session Tuesday evening, having rescheduled the regular meeting from June 21 to last night. After the Pledge of Allegiance and invocation, the council set about tackling the lengthy agenda at hand, resulting in nearly a three hour meeting.

In appointments to boards and commissions:

• Consideration of the appointment of Don McQueen to the Planning Commission, filling term expiring January 2025. McQueen has 28 years experience as a real estate broker; has a BS in social work; and a Masters degree in business. There was no council objection.

• Consideration of Resolution No. 1644 – A Resolution of the City of Nevada, Mo., accepting the bid and authorizing payment to Layne Christensen Company, Wichita, Kansas, for emergency repair to the Water Treatment Plant High Service Pump #3. With a motion, a second, and a unanimous vote, the council approved the bid.

• Consideration of Resolution No. 1645 – A Resolution of the City of Nevada, Mo., accepting the bid and authorizing payment to Serfilco, Ltd, Northbrook, Ill., for five Micron Filters for the Water Treatment Plant. City Manager Mark Mitchell noted the following: The run time on the five-micron filters at the WTP has decreased by 50 percent gradually over the past year. These pre-filters, filter the raw feed water coming into the WTP prior to entering the RO system for treatment. Normally, these should get 12-16 weeks run time and currently they are down to 6-7 weeks run time. The Plant has three filter pots which require 255 filters per change out. There are currently enough filters in stock for three complete change out, up to 18 weeks supply. The cost increased over 127 percent for the five-Micron Filters since last purchase, as well as a 3 month lead time for delivery is making it difficult to keep filters in stock. The City is on task to do 10 filter change outs this years due to high sulfur amounts in the city’s deep well water source, the Roubidoux aquifer. With a motion, a second, and a unanimous vote, the council approved the bid.

• Consideration of Resolution No. 1646 – A Resolution of the City of Nevada, Mo., accepting the bid and authorizing payment to Nevada Small Engine for a Hustler Hyperdrive 72" side discharge Commercial Zero-Turn Mower. Bids were solicited for a 72” side discharge commercial zero-turn mower for the Twin Lakes Sports Complex and Frank E. Peters Municipal Golf Course. The bids included: Nevada Small Engine (Nevada, Mo.) — $15,999; Heritage Tractor (Nevada, Mo.) — $15,350; and R&R Equipment (Nevada, Mo.) — $16,099. The Golf Course staff is recommending the mower from Nevada Small Engine for $15,999 due to the fact that the engine is fuel-injected and carries a five year/1,200 hour comprehensive warranty and a five year/3,000 hour warranty on pumps and motors. With a motion, a second, and a unanimous vote, the council approved the bid.

Following consideration of bids, there was quite a bit of public participation as well as involvement with communications and petitions.

• Consideration of Bill No. 2022-057 – A Special Ordinance of the City of Nevada, Mo., approving the connection to the City of Nevada sanitary Sewer System for property located at 3411 E. Austin Blvd., Nevada, Mo. With a motion, a second, and three “yes” votes (Miles, Vickers, and Gallagher) and two “no” votes (Knox and Eberhard), the bill was placed on first reading.

• Consideration of Bill No. 2022-058 – A Special Ordinance of the City of Nevada, Mo., approving the connection to the City of Nevada Sanitary Sewer System for property located at S. 1600 Road, Nevada. With a motion to table, a second, and a unanimous vote, the bill was tabled until next meeting. With a motion, a second, and three “yes” votes (Miles, Vickers, and Gallagher) and two “no” votes (Knox and Eberhard), the bill was placed on first reading.

• Second reading of Bill No. 2022-052 – A Special ordinance of the City of Nevada, Mo., accepting the bid and executing an agreement with APAC-Central of Springfield, Mo., for the 2022 Sales Tax Street Improvements. With a motion, a second, and a unanimous vote, the bill was approved.

• Second reading of Bill No. 2022-053 – A Special ordinance of the City of Nevada, Mo., amending the Fiscal 2022 Budget to appropriate funding for an Economic Development program. With a motion, a second, and a unanimous vote (and Vickers abstaining), the bill was approved.

• Second reading of Bill No. 2022-054 – A Special ordinance of the City of Nevada, Mo., approving a contract between the Nevada Housing Authority and the City of Nevada, Mo., for additional policing services. With a motion, a second, and a unanimous vote, the bill was approved.

• Second reading of Bill No. 2022-055 – A Special Ordinance of the City of Nevada, Mo., accepting the Bid and authorizing the execution of an agreement with McInroy Construction LLC, Nevada, Mo., for installation of AMI Water Meters. With a motion, a second, and a unanimous vote, the bill was approved.

• Second reading of Bill No. 2022-056 – A Special Ordinance of the City of Nevada, Missouri accepting the Bid and authorizing the execution of an agreement with Core and Main, Blue Springs, Mo., for installation of a water meter AMI system. With a motion, a second, and a unanimous vote, the bill was approved.

• A public hearing concerning amending the zoning map to R-1 Single Family for the newly annexed property owned by the R-5 School District was held and closed.

• Consideration of Bill No. 2022-059 – A Special Ordinance of the City of Nevada, Mo., amending the Zoning District Map by permanently zoning the newly annexed land owned by Nevada R-5 School District to R-1 Single Family Residential as required by Section 37-9.1 of the Municipal Code. With a motion, a second, and a unanimous vote, the bill was placed on first reading.

• Consideration of Bill No. 2022-060 – A Special Ordinance of the City of Nevada, Mo., appropriating from the American Rescue Plan Act Fund expenditures for purposes that fulfill the intent of the American Rescue Plan Act for Public Health. With a motion to table, a second, and all council members voting “yes” with the exception of Vickers who voted “no,” the bill was tabled.

• Consideration of Bill No. 2022-061 – A Special Ordinance of the City of Nevada, Mo., appropriating from the American Rescue Plan Act Fund expenditures for purposes that fulfill the intent of the American Rescue Plan Act for Public Safety. With a motion and no second, the bill died with the lack of a second.

The regular meeting adjourned at 9:48 p.m., and the council went into executive session.
